NO rohan arent open pk cuz u will loose your euipment and guard will kill oyu , i mean maybe with some rewards pk system like pk points in the good way
I believe EvE Online Has a great PvP system. You can attack anyone anywhere, although you may have to deal with high level NPC sentries if you do it in certain areas. Also if you attack someone and destroy their ship, they can place a bounty on you to do the same.
Shadowbane,you can fight anywhere apart from starter island and 3 NPC strongholds.Some player cities such as large trainer or trader types dont like PKing due to potential customer loss,so they have tonnes of guards to kill aggressors.You can still start a fight there though. player looting from inventory.
Mythos has open pvp anywhere in the mirror version of the world,including towns and dungeons.Player looting from equipped gear,with higher anarchy levels (gotten from ganking) making you drop more of your stuff.
Dark Eden is pretty open,but avoid it like the plague Im sure theres a few recent asian grinders that are fairly open, like Shaiya and ZU but im not sure if they have looting or not..
just try it The PvP gets hardcore when you can do your own attacks in this game how awesome! and more mining, over 3000 monsters, over lvl 300 u can get, No Grind at all really, bosses, and more, nice community, just needs more members like you!

Try Jerroth online, a good 2D game you can PvP anywhere lvl 10,
