Bug? I can't get quests!

I started this week. But i could only get 3 quests (tutorial included). I lvl up, the box with avaliable quests appear, i go to the npc, and nothing, i cant get the quest, the npc dont has a paper up on his head...
Look whats happen (in the photo, i have 2 quests to get from that npc):

So, this alredy happen to anyone?I'ts a bug? Alredy re-instaled and re-downloaded and stil persist. I'm posting here because i didnt understud what need to be done to post in oficial game forum...
