Try both, find the one that appeals the most to you during trial, then play it and have fun. After you have played that game and get bored, each and every MMO has a limited amount of fun content IMHO, go back the other and play that one till you get bored.
Both games will keep your interest for a long time. I started with Everquest, and several other MMO's during that time, played WoW for two years and moved to LoTRO and am having a blast.
If you are competitive, love to earn uber gear, and you like to level fast bypassing story lines WoW is good. If you are looking for a casual game, enjoy lore and story lines, and want to spend quality leisure time LoTRO is great.

Eh. If you haven't played WoW yet, then i'd say WoW. But i love LoTro just as much. if you want more PVP then go WoW.
