Ok, so I decide to reactivate my account today and start playing CoH again. It's been.. quite some time.
Try to log in... hmm....the password doesn't seem to be what I remembered. No worries, I went to the plaync account management, did a password change after confirming account info, received the plaync changed password via e-mail, tried to log back into plaync with that exact password (I even cut & paste the first time and failed), and simply could not get it to accept the information. I did 2 MORE password resets, which succeeded, but again in each case *could not* log in with the new password. Frustrating.
I then figured, what the hey, I don't think I had anyone over level 17, I'd just buy the CoH/CoV package since I didn't have CoV before. I create a new account with same e-mail address (thankfully it let me do that at least), then go to their store and do a purchase, enter in credit card info etc, then confirm purchase and it fails. Wow..... I can't even *buy* the game. And yes my credit card is fine, I've had it for 15 years with no issues.
So I go to their forums to try to post about the problems, and guess what... they need a game login to be able to post on the forums.
Can't call support either, since they are only open 10am-3pm daily my time, and I am away from home for work from 7am-430pm daily.
So, it is completely impossible for me to activate my previous game or even buy a new one.
Sorry just wanted to rant somewhere. I think I'll go try to play a different game before I go

Which password are you trying to use? It sounds like you reset your PlayNC master password rather than your game account password.
Go to cityofheroes.com, click 'account' on the top left.
Log in using your PlayNC master password.
Click on game accounts on the left.
select your city of heroes account.
from the main screen you will see "change password" under actions.

Although the password change within account management still continually fails, I was able to at least login once with the use-once temp password and reactivate my game account with a purchase that I received an e-mail confirmation on as having been approved.
The problem now? Even after waiting a bit, when I try to log in to the game it tells me my game time has expired and to visit the account site, which of course tells me:
Oh, and of course when I try to register to post on the CoH forums about having paid for reactivation and gotten confirmation, I get Your account status does not currently allow you to create a board account.
I'm going to need electro-shock therapy after this.
NCsoft has a policy that an account which seems to be stolen , sold or used for bad stuff , is locked. You have to write support at NCsoft , talk to a GM , then prove the account is yours. The account can be locked for any number of reasons , from CC companies not processing a payment , to mismatch address and billing address.
If you own a Lineage 2 , they suspect you on boting , or being gilseller , you get locked. Which isnt a bad , thing because you report fishing bots and the account might get locked.
I have 2 accounts , one dating back to launch of PlayNC and a newer one. The old one gets locked alot because I play mostly in Lineage 2. The staff at NCsoft is pretty good about getting you back into gaming with a few questions.
I ve had appeal only once, because my guild in Lineage 2 killed bots and shouted racist remarks and I was in the middle of it. The gm who did the appeal was very fair , even though , I broke the rule of MPK (I m a dwarf how else do you expect to pk someone)

Can it be that you have reinstalled the game, and now use the US version when you should use the EU version, or vice versa?
Wouldn't that say that his account doesn't exist, and not that it's out of time?
