Saying it's going to run it does not mean he will be able to play it. Just because he can load into the game and can get 5 FPS does not mean anything. I am still going to say you can't play the game.

well my other specs are 2gb RAM, 2.16 GHz intel processor, 32-bit OS windows. + the GFX posted. So I can I run it? I only expect my comp to run on low settings though.

PvP weekend just gone, fired up the client on one PC i have similar to yours was getting 20 fps according to the game on average. Found it more than playable. And that was on low setting scaled up a little towards medium. I tired it out on 3 machines all were enjoable experience performance wise.
gaming series have always been x600 and x800, 6600 will beat 7400 always, 7400 is a low budget card which happens to have similar technology but way shorter memory and overal speed, that card is for watching movies, not for gaming.
It wont cut it if minimum requirements are accurate, sorry. And I highly doubt you can run this on a 2,16 GHz processor, that's like stone age lol. I could get a way better PC than that for 100 bucks right now in newegg.
A 7400 is actually weaker than a 6600GT. I would recommend no less than a 7600GT or Radeon X1650. It might run... on minimum and pve, but there is no way it could handle pvp or seiges.

Actually yes he can. The 7400 comes AFTER the 6600.

I really wouldn't waste your money on AoC with that system. The experience will be so terrible that you'll wish you hadn't bothered.
I would upgrade first if I were you.
