I need tech help and hardware recommendations

Hey guys, this might be a bit long and I migt sound a bit clueless, so bear with me. 

A few months ago I had some complete freezes while running wow.  It lasted for about a full day and then started working fine again.  Just recently it started up again, this time although i couldn't manage to fix it.  I had all the recent drivers and what not.  But now I cant even get a image to come up on my monitor.  The computer starts, says I had an error, asks what mode to start in.  When i start the sytem up the screen stays black although I can still hear the normal startup sounds.  Im guessing its my video card since thats what others have said when i posted my crashing problems.  Id also like to note my system fan has been broken for awhile now and I probably overheated the card.  Any advice?

Now for the new hardware.  Since im sure it is my video card, Im gonna need to get another one.  Id like to take this time to prepare for the upcoming games anyways, so im willing to spend ~250$ on a new video card.  I dont know a ton about computers and your guys' help would be great.  Although if spending a little bit more for a huge upgrade is possible or vice versa thatd be good.  Id like a dx10 card but do i need vista to run one?  I dont have vista at the moment but could get it soon.  And I'll also obviously need a new fan, and have absolutely no clue about where to go with that.  Should I just buy a stock fan from hp, or would I need a better fan to cool the video card and 2 gigs of ram?

Well thats all I can think of at the moment, Im sure I'll have some other questions before dishing out all this monye.  But any advice/help would be appreiated a ton.  Thanks again!

    Id grab a nvidia 8800 card, or one of the newer 9xxx series cards, a 9600 should last you a year or two and a 9800 a few years at least. You need vista for dx10, but most of these cards are dx9 capable anyways, so unless your playing a game that needs dx10, XP should be fine. (fyi XP is the OS for gaming, vista has been know to be slow and unstable for gaming) and just check your manual to see what fan you need. Fans would be $5-20 at most.

    A little more info would enable us to help you more, what are your current system specs?
