Be sure to grab them, they total 200 Mbytes in size.
They change the log in screen at least, but for some reason it now flickers with a 3d rendered scene of snow.

yes. 1PM EST given the +1 hour for DST (at least they've added the DST hour in for all other events).
Most likely, it will be a little before or a little after teh designated hour, but thats the time to watch for.
