u may change them, there's a guy in the harbor that resets your feats for a payment.
What is his name?

you can change skills, too...just not sure where / how since I never needed to.
I wouldn;t worry too much about skills though...you will NEED every skill you get, so putting points in them certainly won't hurt, and you get skill points very quickly.
There are "feat fixers" throughout the game that can reset your feats, for a price.
I remember back in 1999, folks kept asking me if I was stockpiling food. I always answered, "No, I'm stockpiling ammo and making a list of people who are stockpiling food"
I still cant find them sorry is there any other hints that would help

Sorry i've been saying "skills" when I really meant "Feats"
Look for an NPC that says "TRAINER" under their name. There is one in tortage aswell as conarch village.
Co-ords for conarch are 250,491. It costs 50C to do (I'm lvl 26 and have 5 silver - 500C, so its not much)

So as you can see, its easy to reset featpoints. The conarch trainer is at co-ords 250,491
