Harvesting lvl 2 quest bugged?

I finished the first parts of the harvesting quests (collect 20) of everything save skinning, since that's bugged now (got 1 skin for 20 kills). But the part two, where you have to collect 1 rare mat, is seeming impossible. I went around at harvested over 40 times, without 1 single rare mat. Is this just not working in the game yet? Was it working in beta?
