NCsoft has announced the release of Issue 12: Midnight Hour for City of Heroes and Villains. This latest free content update brings Epic Villain Archetypes, Power Set Proliferation, a new Greco-Roman themed area, and more.
AUSTIN, Texas, May 21, 2008—NCsoft® Corporation, the world’s leading developer and publisher of online computer games, today announced the release of City of Heroes® “Issue 12: Midnight Hour.” The newest free expansion for current subscribers, Issue 12 brings to life a special covert group from the game’s lore, highly-anticipated Villain Epic Archetypes, more powerset options and character slots for players, plus a whole new Greek- and Roman-inspired zone to explore!
City of Heroes Issue 12, developed and published by NCsoft, brings the Midnight Squad out of the lore and into the game. The Midnight Squad is the clandestine organization of mystics, scholars and mages who hold a secret that could bring the alien group, the Rikti, to its knees. Players are encouraged to help the Midnight Squad uncover the secret that could help save Paragon City™ and the Rogue Isles from further alien assaults.
Part of this secret will be revealed in a new zone called Cimerora, which uses the Ouroboros time travel system introduced in Issue 11. This zone, inspired by ancient Greece and Rome, is only accessible by working with the Midnight Squad. Once the player has access, both villains and heroes must face deadly creatures and defeat an unexpected threat. As a reward for their accomplishments in Cimerora, players can unlock special Greek- and Roman-inspired armor and costumes.

So is the content at all interesting?
I was thinking of resubbing, but I'm NOT doing it for the Power Proliferation. Also, Villain Epic ATs mean nothing to me, as I hate the Rogue Isles.
So ... Midnight Squad and Ancient Rome? Good? Bad? What about the Hollows?
The new zone is VERY small. A couple of contacts, one repeating, and one new TF. Midnight squad is 2 contacts. If that's all you'd be resubbing for, don't. If the PP, VEATs and QoL stuff gives you no excitment, the other two won't be enough to make you happy.
I popped into the Hollows last night and it looks almost exactly the same. They added a trainer and 'store' toons. We saw some more even distribution of mob levels... smaller mobs (maybe?) and spotted some Swarm in the Gultch. Not at all like the Faultline redo from a few issues back. I still can't force myself to go so the Oroburos stuff with my 50... but I'm jaded with the game, just my SG/VG mates keep me from quitting all out.

Well first off, I am LOVING my Arachnos Widow so far. Can't wait to get him to 24 so I can further specialize.
I do enjoy scrappers and blasters (my 1st 50 was a scrapper) and with PP I can now make a Psychic Blaster. Should be able to pop into the new Hollows soon and check it out with him. Of course an Elec/Storm Corruptor is very tempting as well....
To help people (like me) with too many toons, they give everyone 2 free additional character slots. They said this is a limited time only, but didn't say when the cutoff is. Plus for every 12 months paid subscription you get another free character slot.
I have yet to do the Midnight Squad missions yet, between PP, VEAT and New Hollows I am going to be a tad busy for a while. Dern NCSoft making sure I'm not bored with this Issue!
