basically there is a main storyline for each game it does end after a little while and after that you can work on unlocking the very large amount of things that can be unlocked or do pvp.
in guild wars, the highest level for ur characters is 20 so reachin max isnt that hard to do. A big part of guild wars is the storyline.. but once u finish that aspect of the game there is still alot of things to do, like pvpin, maxin out titles to give u bonuses in guild wars 2, dungeons and other stuff.
personally i find that guild wars has one of the best pvp systems out of all mmos, due to the fact that all players have the same equipment and skills. in guild wars pvp requires skill and a good build to be good, not just good equipment and uber weapons, as all weapons and armor have a max rating, everyone is pitted against each other as equals
As stated in earlier posts the maximum level is 20, but the content doesn't stop that, rather the opposite; the major part of the game is played at the highest level. The PvE aspect of the game features a storyline that you'll follow, and then upon completion probably redo but this time in Hard Mode featuring a much bigger challenge. However what's been disregarded so far is the PvP aspect of the game, and that is a quite big part of Guild Wars. The higher forms of PvP, such as Heroes Ascent and Guild Versus Guild, feature a huge challenge in both how to design builds and to play. You got 3 campaigns to complete in both Normal and Hard Mode as well as vanquish (kill all monsters in one area) every area, and then you still got PvP to try out, and that challenge will never end.
progression by level is an illusion in the game. the games, especially Factions and Nightfall, wants you to reach the lvl 20 cap as soon as possible so that you can duke it out with higher level foes
the real progression is collecting the skills (normal and elites) required, gaining all 200 attrib points to toss around your attributes, and gaining access to other secondary professions to make *character builds* that will be viable for you to vanquish foes, conquer missions and own PVP.
