I'm bored of combat, I'm looking for a game where I can either engage in commerce or just make stuff to sell. Maybe do a bit of exploring to gather new raw materials to craft things.
Is there anything like that out there?

A Tale in the Desert is exactly like that, I don't think it even has combat. However it's graphics are just awful and the game seems very primitive; I hear the community is solid though so you make your decision.
EvE is super sandbox-ish so I'm pretty sure combat isn't necessary to become successful.
Try Runescape too!
Not sure how mutch you can avoid combat, but Vanguard has diferent gameplays then just fighting. You can do Diplomacy!
Ok, not the best person to talk about it, but maybe worth for you to check it out.

I would say runescape. But with pvp gone, the economy is sluggish. So you will it hard to unload large quantities of mats. But whatever, give it a try, I did and it took 3 years of my life.

I played that game for awhile. Its like 9.95 a month. The problem with ATITD is that you can only make so much then you have to find players to help you. There isnt many players, but the players you meet are great. Very mature and will bend over backwards to help you.
My bad, its 13.95 a month. They went up since I played
A Tale in the Desert and Istaria are both good for about 4-6 months for the casual player.
ATitD might be starting it's fourth iteration this summer. Check the forums.
Istaria has enough combat to keep you on your toes but not so much as to distract you from crafting emphasis.
Stanley.

mabinogi but you have to shell out some cash if you want to advance in the game (i like to call it p2p in f2p clothing) lol
luminary online if you are into 2d with isometric view and cartoonish graphics
i kinda agree, but you can also do some of the skills without fighting to get the needed materials. like for example in tailoring, just gather the cobwebs and sheer sheep to get wool and process them to make the fabrics and thread to make the clothes. although you can only make limited items because some of the clothes need leather (which can be found only by hunting) you can always buy the needed mats from other players. i have managed to get to tailoring skill rank B without fighting a single monster.
