Can characters really 'speak'? With sound?

Will characters be able to speak? Do they have at least some standard expressions? Just like the emotion-movements?
I play 'Americas Army Operations" and there you can whisper and shout certain fixed expressions (about 30).
I tested EQ once and what i disliked was that all these characters in a 3D world were totally mute.
I would love if there were at least some dozen fixed expressions for every race and/or class, so you could 'talk' to others. Would be cool if everybody talked in his own language and you only understand what they say when your char has learned that language. Naturally they should still have an accent. An orc you hear in english should still be recognizable as an orc.
In "Americas Army Operations" ther is something similar. While you hear your teammates shouting in english the opponents shout are heard in a different language.

All characters have voice emotes in the game. At the moment, there's about 12 voice emotes for each race but Blizzard is in the process of making many more.

The reason alot of games dont have voice emotes is because people spam them over and over and over making lag and annoying people to no end. Also those WoW clips sound like crap, really bad attempt to use a Scottish accent.

So, I think the voice commands are pretty sweet. Course, you don't see alot of spamming voice commands, cause the system will only play the first one. If 4 people all do a voice command, your system plays the fist sound bite. It seems to overide the other players, so if the first one was a long bite, you won't hear the others. You do see the emote that goes with it, but you won't hear it.
It would be nice if they had customizable sound bites. But then it would be like mIRC where you have to have everyone swapping files ... I have voice charge and voice cheer setup on my hotbar. But would like to have alittle more variety in these. Also, it might be nice, to swap them out, with the other races. If you play all of the sound bites, you hear they all say different things. Oh! something I did notice, the actual sound bite you hear, may not be the same sound the player hears. Seems it is somewhat random. My wife has her toon do a voice cheer and she says one cheer, yet on MY PC I hear a totally different cheer.
Another, memory expensive thought, would be to have single word bites programed, so you could make your own phrases and actually have your toon say them... <sigh> technology lagg.
and the BBML editor doesn't like me...
Adding voice commands is a very nice touch!

Couldn't they simply avoid spamming by not allowing you to repeat the same expression more than like two or three times? Or by letting you only do so many expressions in a given time?
I really think that having characters who can speak is an excellent addition to the atmosphere of a MMORPG.
And it is also a great tool in combat as i experienced in a pure combat game like AAO.
And also people who misuse these voices could get their voice abilities banned for a certain time. That time could become longer and longer for repeating offenders.
I just think there should be a way to give such a great features to players and don't let some "dumbheads" take it away from us.
But if WoW really has it it will be interesting to see if that ability really is "misused".
