What graphic card do you run? When you play the game is it on medium, high, very high? This is a little info that is needed before i can tell you wether you can get better graphics or not.

well im not sure what graphics card i have (my parents got my a new sony vaio laptop for christmas) and all the setting are on ulta high for in game

You are on ultra high on a lap top. That is usually a bad idea because from my experience lap tops have a lot less memory and such then a desk top.

I believe if you go into Start then type DXDIAG you can tell us how much RAM you have and graphics card and such.

Also, how does the game run on Ultra high? Do you have a very low FPS? I would imagine you do if you think the game looks FFXI-ish..because this game is probably one of the best looking MMOs out there..

Don't upgrade your laptop just buy a whole new desk top.

i run the game on 2 gigs of ddr2 ram

    a 8500GT

    2.8 Duo pentium CPU

i run the game pretty smoothtly around 30-50 fps pending on the area with most settings on high, except shadows.

thats a fairly cheap rig too.

When you installed the game did you choose to install the High Res Texture pack?

You can check in your LOTRO folder for the file client_highres.dat. It's over 2gb file. If you have that then you have the best textures available. Then it's just up to your OS and Video Card for how much if these textures you can use. LOTRO has some nice DX10 effects which you can only get with Vista and the newer video cards.
