the whole world is open to everyone (like WoW)
I have tried WoW,Hellgate london,Guild Wars,Runescape,Knight Online,Vangaurd,Lorto,EQ2,SWG,SO who can help cme find a game with most of these traits.

By Asian I'm guessing you're referring to the hordes of Korean MMOs.
Well, Anarchy Online seems like it fits those criteria. Mature Playerbase is debatable, but hell, I haven't found an MMO yet with a "mature playerbase". It's better than most though, and veterans will generally be willing to give advice (read: advice, not cash). I haven't personally seen spamvertisers selling money, and PVP is generously rewarded.
Good dungeons, depends on your definition of dungeon. The instanced areas are great, if that is what you mean. The world is open to everyone, but I'd strongly reccomend not wandering into clan cities as an omni, and vice versa.
