Just wanted to share that I completed the ITF with some friends in 22 minutes and 55 seconds 
Is that even possible? Well yes it is, the team consisted of 7 villains and one hero.
The setup was:
2 Brutes
Crab Spider
Night Widow
Fortunata
Kin Corrupter
Kin Defender
Fire/Psi Perma Dom (me)

Where do you get it? Is there a pre-requisite? and what lvl is it? 50?
Heroes can start at level 10 and villains can get it at level 30.
Heroes talk to Montague Castanella in Steel Canyon University. You will run his missions before you gain access to the Midnighter Club Zone.
Villains will contact Ashley McKnight in Cap. She is standing outside one of the university buildings. Same thing, you'll run her missions before you gain access to the Midnighter Club Zone.
When you finally have access to the club, you'll find a fire / ice stone that will take you to Cimerora. Follow the mission from the former senator and you'll have all you need to join into future Imperious Task Force runs.
They are forming quite a lot, so just read the broadcasts and see who is inviting for the next ITF.
