About a year ago I tried out EVE but don't think I gave it a fair chance. I am thinking of trying it again and was wondering how long do you have to train up sp before you can go out there and get into the action? Will I be able to jump in any time soon or will I be waiting for months before I stand a chance in pvp?

Try not to think of it as, "How long do I have to train sp before x". Instead consider the, "What can I train to get me into the action." approach.
You can train combat skills for a very long time, but you do not need to have max level skills ( i.e. level 5's ) to engage and win in a pvp engagement. Having skills at lvl 3 or 4 is perfectly normal in the beginning, these take less time and will let you get your feet wet. Continue to train skills to level 4 and then 5 when time permits.
There are some key things to remember... One is that you will lose your ship and clone, repeatedly. Nobody is an overnight success at combat in EVE.
Second thing to remember: There is no such thing as a 'fair' or 'balanced' fight, ever. Pvp engagements will have you facing anything from some unlucky soul in a shuttle ( no guns, just catch them ), to a combat vet in a Heavy Assualt cruiser with enough firepower and drones to slag you in about 10 seconds.
Accept this and you will prevail, you must be patient and determined.

a caveat to the clone comment -- ALWAYS keep an updated clone. if you get podded, the FIRST thing you do is get a new clone.
