When the game does release during fall this year, and everyone begins playing, would Mythic still have people test those unfinished 4 cities when they come close to completion? I wonder if they would?

They'd have to have it tested, they'll probably have a test server like 99% of other mmos do. I doubt we'll see them before spring of next year though.
They may pick a few thousand to test the city sieges and give them feedback on it and for stress tests lag etc. So yes most likely before putting it in they will pick some people to go into a tester server for them to see how they are after a few weeks of polish on them they will release them for everyone.

There is no official release date just a time frame of Fall so anytime betwen late September to Early November.
