There is wide open RvR for the keeps. City seiges are a small part of the RvR picture.

Im sorry....when did 100 people fighting in an online game stop being massive...
Coordinating 48 people in a pvp battle is extremely difficult. Hell my 8 man in DAOC used to farm 50 - 100 man relic raids every night. Why? Because they couldnt coordinate.
Zerg on Zerg warfare isnt fun for everyone, and 50 on 50 is pretty damn close to zerg.
Yeah the fortress battles are like DAOC, no cap at all on players. The cities are instanced at least until the final king battle which may or may not be (I've heard both).
Only the Street fighting is Instanced. Storming / Sieging the Gates (there's no way only 48 people could take down a Capital's gate, the Gate fight / siege will be crazy huge with people dying by cannons and other various tools of destruction) is completely Open World (if you PAY attention at that time he says once the attackers are THROUGH THE GATES the game breaks off into instances.
It gets congested inside a city. Once you bash them out of their own streets everyone returns to the Actual City. THey did this to cut down on the zerg scenario of only the first few hundred in the gate get to kill anything and of course lag. Most of a server will show up to these events. If you have 500 people for each side show up it'd be near impossible to get anything done attackers would never get far in the streets as the otherside could simply block off the streets.
By creating 11 instances to hold 48 vs 48 teams you effectively give both sides a fighting chance to win or lose. The over all winner is decided by a tally of Wins gathered over all the created instances. So ift 8 of the instances by the defender are won and only 2 by the attackers the attackers are pushed out of the city.

Any time! btw 48 vs 48 is only what they said the current minimum is...they said they're going to keep testing & improving to make it bigger....so you never know we could end up with 70 vs 70 or higher by the end of beta.
Some of the instancing in the city is actually up to 100v100.
But before you actually get into the city, you can do like 400v400 fights. Like when you are fighting your way to the city.
The reason the city is instanced is due to content. I mean, 4000 people killing one PVE boss would be super easy, be over in a minute.
Plus, what you all fail to realize is, you will never experience a 2000 vs 2000 battle. Even if you're in it you won't know it. 100 vs 100 on map would look just the same as 2000 vs 2000. You can't be all over the place in a 100 vs 100 battle, no matter you can only kill one a time. Not too mention, the battles will be so big, with 2000 vs 2000, you will be in a section of the battle. Sure, you can see everyone, but you can't fight everyone.
Like put it this way. You can't hit all the targets at once. Even when there's a 50v50 open fight going on in Tier 1, you never know it's that big. People are all over the place, there's 5v5 to the right of you. then 30v30 in the middle and then random players off to the side. You will only ever be in a section of a fight at any one time. If you want to move to another section of a big battle then you can. But otherwise, a 2000v2000 would just be eye candy. You would only psychologically be enjoying the 2000v2000 fight. Since your brain will be like, zomg, theres like 4000 people in this battle. But the fight would be no different if it was just 20v20.A 2000v2000 fight would just be eye candy.
Their just instancing it to make it much more fun, and it will be more fun.
Also, you can do 3000 vs 3000 in open rvr in Tier 1, 2, 3 and even in tier 4. Just not when the capital city turns to contested. Because now everyone gets seperated into groups ranging from 48v48 to 100v100 and you fight a certain part of the city. The end boss is only scaled to be able to take on like 48 people, so 4000 people beating him down, it would be done in 1minute.
It makes sense, you just need to learn2think.
