for the graphics card. I'd go with atleast a GeForce 8800GT personaly. Everything looks good though on it.

Yeah everything was fine until I saw that GPU, then I made a face, bad sign. Indeed, get a 8800 GT something at least...

Motherboard is pretty poor and only supports slow memory, video card again is poor by todays standards. The sound system is not HD so you will not get the full surround sound under vista, PSU is kinda small as well. How much are they charging for it?
Yea motherboard is a little poor. look at some better ones. will run you a little more but worth it
What's the Price? for a little of 600 Euro here in The Netherlands you ave a Low Budget Gamer PC, and for 1500 Euro you've a Gaming Computer. What is the price of the Crappy thing you made or selected?
Audio Card? (Auzentech Prelude)
Change your Graphics Card
Change your Proccesor
Change your standard Procesor cooler
Change to DDR3 Ram

He's fine with DDR2 there not much use for DDR3 atm. If he wants he can overclock them and runs like or close to DDR3. DDR2 id go with until the price went down on DDR3 then consider upgrading to it
It will do for most things but as others have mentioned the Video card is complete garbage as others have said 8800 GT's are as cheap as chips these days
