I looked around a little bit, and nothing I can find gives a concrete answer on this..
What will be the difference between PvP servers and Non-PvP? As far as I can tell, on a PvP server, members can go into the opposite factions towns and cities at any time and raid, whereas on a non-pvp, the only faction vs faction fighting is done in the designated battlegrounds.
Can anyone clarify this please?

In the stress test I played on a Non-PvP server and I saw members of the opposite faction several times. You had an option to type /pvp to flag yourself as being in PvP mode, or type it again to unflag yourself, I believe there was a timer though, like 5 minutes...all I know from experience...

What will he do next?
I have a few questions to ask for any able to answer them..
1. Are there or will there be lvl restrictions in PVP?.. by this I mean how AO has it where certian lvls cant attack other lvls... ex lvl 60 can only attack players lvl 45-72..... And so on
2. If there are no PVP retrictions are there any penalties for attack a char in inferior lvl to you?
3. Can you particiapate in PVP no matter what your lvl is?... Ex if im lvl 15 can I start to go out and fight for my side faction?

To help answer some of your questions:
1) There are no lvl restrictions on who can attack who, however you will be relativly safe from lvl 1-20 in most starting areas ( PvP server stand point0 Non-pvp server you would be absoultly safe from attacks unless you do a /pvp on yourself in areas.
2) Yes the latest push implemented penalties for this I believe, if its not in yet, it will be for release. They will take penalties that are not exp related but honour related, if you get enough dishounor you can eventually be KOS to any main city and to even your own faction.
3) Yes you can, in stress test I went and PvP'd with my level 16 hunter on the last day. The game is really level dependent for fair and fun fights however, if you want a fun fair fight you want to be with in I'd say 3-5 levels of each other at least. This will always be this way for the most part with level based systems, only system that works is the skill based system as the old UO system ( could be the same still but I havent played it for years).
