Do level 1's really need the ability to send tells?

I understand that there isnt much chat and conversation going on in game already. But right now the numerous repetative tells from lev 1 spammers far outnumbers any tells from actual players.
Do lev 1s really need the ability to send tells. Why not make it higher... lev 2? lev 5? Lev 7?
Anyone feel that lev 1's need the ability to send tells, if so to what purpose?

Also if you make it level 2, 5, 10 whatever they will just spend the few hours to level up.
I got used to the gold spamming in WoW, so seeing an 'ad' each time I enter a scenario doesnt' bother me so much. Unfortunately, this is something we'll just have to get used to and ignore to an extent.

Better option would be to allow us to not display whispers from anyone not on a friend list or in our guilds. The 'anonymous' and 'hidden' options in WAR are a good start though.
Stop ruining the game. Its fine.
