As low level, I grouped with another player to grind Orcs in Gelsba, both we got one Orc Axe and then orcs drop off another 3 Axes but the system said You do not meet the requirement to obtain the Orcish axe, Orc Axe lost.
How stupid was that. I wondered if it was sort of penalty for party play?
When I soloed orcs, I can loot as many as it drops. I knew there are certain special item not allowed to have 2 in your inventory in WOW. But it was purple rare item but Orc axe is not usable as gold trash.
3 orc axe is 450 gil. It's lot of money especially for new player.

I had the same experience years ago with this!
After that, I learned that certain items have "Ra" and/or "Ex" symbols on them. Those with "Ra" (rare) are limited to one per inventory and those with "Ex" (exclusive) can not be transfered to other players. In relation to WoW terms, "Ra" means unique and "Ex" means binds on pick-up.
So disappointed to an old game still not polished with such small bugs.
It was a setback to grind because Orc Axe is not rare and not a BOP (bind on pickup) or BOA (bind on accquire) or BOE (bind on equipped), whatsoever, no one can use it in game. The first person got this item can sell to NPC and it is still tradable but then it is not able to sell after trade but still usable to hand over to the NPC if someone hasn't complete the first mission.
>>>>BUG>>>>> The requirement to receive the loot was based on if you have in your inventory or not while in a group, but there is no requirement when you solo as long as your inventory is not full.
An Orcish Axe is rare/ex meaning you can't hold more than one at a time or trade it to other players/list it on the AH. You are wrong when you say you held more than 1 at a time, as that's impossible.
I don't know where you get that theory, however, since this is bug so never mind.
When I grinding orcs, I used to get 3-5 Orc axes in my backpack and I always sell armors/weapons at the outpost NPC, the price is 3 gil higher than the city price and the NPC says he will add it to your conquest points but I never bother to double check if it was true or how many point by per value of gil.
Edit: My first warrior got this Orc axe many times, I think it maybe because I did not take the Slain Orc mission. So it is still a bug.
No it's not a bug or a 'theory' of mine. You are mistaken or are not talking about the lvl5 rare/ex BST only Orcish axe.
It isn't a bug, you're just an idiot.

Rare-Can only have one.
Exclusive- Can't be traded, bound to you.
If it is not a bug then it might be a flaw. It truly happened on my first warrior have had more than 1 orc axe in the bag.
A flaw is still a bug... It's not a bug or "flaw". You had more than one because when you get more than one item you are allowed to carry as a drop, it goes into the treasure pool. After a few minutes, if you didn't get rid of the one already in your inventory, it will auto-toss it.

larry is a retard look at all his other posts just ignore him
Larry ... you bitch and complain about every nuance of the game mechanics. This is a world unlike any other, it is based on rules that someone programed in to it. If the rules state you can only hold one axe at a time then that is how it is. Just because this isn't a mirror of WoW or because it doesn't fit your precise of what you think a game should be it doesn't mean it is wrong. There are small things that everyone doesn't like about this game, but we deal with it. If you do not like it, leave. This is how it is ... this is how it will stay. Isn't your free trial over already? Or are you actually pay for a game you bitch about non-stop?
For some reason, I believe that Larry will stay in this game. He complains but gets answers in these forums. Although, I would be sad to know that a person left FFXI because of Orcish Axe being ra/ex.

Good guess!!!
This game is very much different from the other games I have played before. It is like seeing an alien movie without translation and there are just too many things I don't like, however, the game still playable by so far so I will continued for a period of time.
I started with all craftings for challenge otherwise this game may be too bored to play.
I don't understand where that comes from.
The Orcish Axe is dropped by Orcish Fodder, which show up in Gheslba Outpost and some other areas surrounding San d'Oria. It is a rare/ex item and can only be used by Beastmaster.
Check here for the info on it.
I don't know about the bug you say you've encountered, but I've gotten the orcish axe many times before and, in every case, I was unable to carry more than one, whether solo or in a party. I would receive the "you do not meet the qualifications" if it dropped to me and I already had one in my inventory.
By the way, even if you have one in your Mog Safe or any other storage, you'll get that same message.
Beyond that, it really irks me when someone takes a single incident - in any situation, not just games or game loot - and turns it into some broad generalized issue... such as, an alleged glitch you experienced with the Orcish Axe and then turning around and making a post about "terrible party loot", as though the entire game is plagued by it... based on that one incident.
Can we at least try to keep things in perspective and not turn mole-hills into mountains?

You are most definely mistaken. Maybe you are thinking of some other type of axe that you got off another mob. It is impossible to have more then one of Rare item, always has been always will be.
You people should have told him why.
The reason they don't allow you more than one has nothing to do with it's monetary value,it has to do with being a quest item. Can you imagine if quest items could be just handed over to the next guy.The game would be totally lame allowing players to finish quests while never having to do a single thing.I hope that satisfies you as it it really is easy to see why.
IMO it is bad enough a high level can sit there and heal you,it totally defeats and breaks the game,so at least the rare/ex items make you work for things or at least they are designed to make you earn your rewards,a high level can still break the game for you.
