Here's afew tips that i have noticed during battle.
Irregardless of your mercs action points, you can only control a maximum # of 5 mercs+ your hero per turn.
Wait doesn't use action power points, and it gives the merc given this command a sure move on the next turn.
Guard, uses action power and gives a chance for other should-be-unused mercs/hero to move during the same turn.
Skip turn, this doesn't use up action power points but skips your turn entirely(lol)
Transfer to a block can be usefull to have an entire row be the ones that has damage for row healing and then returning them back to there position for an attack.(I do this even if it looks stupid)
I can'tr remeber other things i have notice or do, maybe you guys can add a few more that will be helpful to others.

Even if its your turn your mercs can't attack if they get stunned. So if you're frontline is stunned and 2 of them are supposed to attack, they can't. So that makes only three mercs can attack in that turn. That is the exact reason why stun builds are superior in PVP.
