Rumors broadcasted in the game

Ive always wondered about the rumors being broadcasted in the chat window? What do they mean? I got interesterd because some rumors would say that in some town some person is selling growth vials.. I desperately need growth vials. I wonder if any one knows what the rumor system is all about?

Yeah, I'm quite curious with this rumors as well, can anyone explain it to us, coz there are some items that I do need.
There are three basic rumors that is being broadcasted ingame. They are the Growth vial seller, the Insignia seller, the ornate map seller and manager scroll seller. The rumor basically gives you which town, as of the moment these merchants. And mind you, what they sell consumes 100% will and is limited.
