I found out those wandering people you encountered during your travels in atlantica are the people who sells vial and ornate map in the game with a cheaper price... but there is a catch.. you need to have 100 Will in order for you to buy from them and there has a lmitation of volume you can purchase from them... so you have to increase your patience in buying from these merchants....

I don't understand what you mean about the 'wandering people'... They are different from the merchants in the game? Can you give an exact location, for example, of where you have encountered them? I'm curous as to what I can buy from them...
Correct me if I am wrong, the wandering people are those old men/women who are just walking around the place. I have encountered them a lot of times but whenever I talk to them, they always told me 'come back and talk to me when you are above level 30' or something like that(newbie here). That is why I never had the chance to discover more what we can buy from them.
the wandering people are resident npcs. the merchant is a type of wandering person. any resident npc can have the ability of selling ornate treasure maps.
you can persuade these wandering people/resident npcs to be part of your guild's town. they can add up to the population in the town thus also increasing guild points.

I haven't encountered these resident NPCs... But, then again, I'm still at level 21 at the moment. Seems very interesting to meet them, though. I'm curious though, what's an ornate map?

wandering people or also known as resident npc are those herbalist, potter or a girl that you always bump in the road... you can frequently see them loitering in the roads or in the city... but once they visit a city they sell items for a cheaper cost...
I have seen these people loitering around the maps. I wasn't quite sure then what was their fucntion, but if my memory serves me right, some wandering npc were merchants, and you can really buy off some items with them in price of your will percentage. But atleast you can get some necessary materials from them.

an ornate map is a kind of treasure map. they can be sold by npcs. you can just watch the window above the community chat window about rumors on npcs selling ornates maps.
