How to fix Ui Interface lag? Better frames

Ok i noticed when i shift-z my fps jumps up 10-15... so in that reagard is there a way to make ui interface run better , any mods?
I run a pentium 4 3.0 2 gigs and a ATI 3850 512mb.
I also sometimes see my cpu at 100%... makes no sense any thoughts?
My cpu can't be bottle necking can it , its above requirments?

I think the engine graphic caching is flawed and puts too much burden on the CPU instead of the GPU.
Text pop up seem to mess with me for some strange reason.
