why do certain items need to be sealed so they can be sold? what is the point of sealing items?

So that you won't have difficulty and confusion when selling out those items. But I got a experience when I level up my character up to 30, it can't use the vortex scroll anymore, so I tried to sell it at the market, but I failed selling it.
