I'm trying to find a cheap (<$700) laptop which can be used for programming games (not too graphically intensive ones), playing games about as system taxing as Civilization 4, and web programming (so it will need to be able to run Apache Tomcat). I don't have too much experience with laptops so thought I would ask here.

I think the screen of laptop is so bigger....
If you have experience with eBay before then you can get them quite cheap there. Anything 1.5GHz or higher should do just fine. Keep in mind that *MOST* laptops do NOT come with a graphics card - NOR an option to plug one in. They usually have a crappy inbuilt one. ASUS now has a PCMCIA plugin gfx card available - but am not sure how expensive, or how good it is.
I sometimes play with my 1.7GHz craptop with no gfx card - but I can run any MMO or game that doesnt required Hardware Pixel Shaders. (Can't run Vanguard, or Mass Effect).
