Acclaim has yet to publish a worthwhile niche mmo to the US market. If they're going to make it a microtransactional game, well, I have my own opinions about this; suffice it to say "Free MMO's tend to attract a different crowd than what you find in pay to play MMO's."

I think you're reading a bit more into this line,
"Acclaim will give North American players a free-to-play zone while subscribers will be able to explore the entire virtual world."
from the article....than what perhaps you should. I would just take it to mean what it says, word for word, rather than reading anything else in to it.
There is nothing I've read that has ever stated that TCoS will be an f2p game, nor that it will have cash shops or micro-transactions (w/e you prefer to call them) or anything of the like.
I also have to wonder why you think it will cater to a "niche market," just out of curiosity. When I hear "niche market"....I think more like Darkfall's 100% PvP FFA sort of thing. Have you read something somewhere that leads you to believe that TCoS caters to a "niche market" such as that? I'm just curious as to what's being said that I have somehow missed.

OP I cant believe you found that post you quoted but managed to miss the dozens of post's on this forum and on the official tcos forum on how this game will be released...the mind boggles.
Anyway as the other posters have said the game will have a free to play zone maybe to level 10 then if you want to continue in the world you will pay a monthly sub,Acclaim are the NA publishers and have no devoplement rights at all so this will not change 1 bit from the EU version with the devs in Holland calling the shots.
