Played a bit at launch but never had the chance to "get into" the game.
Worth starting up again? I'd have to start fresh...how would the new expansion change the starting experience?

If you played at startup then nothing earth shattering has changed in the low-levels, except there are a ton of baby wardens and rune-keepers running around Yeah there have been many tweaks to combat, crafting, classes etc, but the first big difference since launch comes in the low 30s where there is a new area, Evendim. Then in the low 40s there is the new area Forochel.
If you liked the game but just didn't get into it, I would definitely give it another try. Opportunities at all sorts of different places for different things to grab you.
Now is a great time to start up aside from the random server shutdowns due to the Xpac. Turbine IMO gives the best bang for the buck content wise and the lifetime sub if you do like it is a steal.
I feel sorry for Turbine as I have been playing for free for a long time now.
Not sure what game you are coming from or have played but if it is WOW you will not enjoy LOTRO if you play it the same way. This game is all about the journey to max level with friends. Yes you can solo all the way there but if thats what you plan to do you will get bored around your mid 20's.
When I first came to this game all I did was compare it to other MMO's until I killed my reason to play it. After a 6 month break I came back and just got involved in the quests and the community and it has been the most enjoyable experience I have had so far.
The new Xpac will bring new people to the game and veterans to the starting areas which should provide ample grouping oportunities. Remember just a tip if you just plan to blow through the content as fast as you can you will not like this game.
My WOW friends dont play it because they dont care about the story they only care about the fastest way to get to max level and the fastest way to phat loots. They just grab all the quests use a mod that tells them where to go, kill and loot what they need to and turn in.
Ask yourself if there was no "phat loots" in a dungeon would you still wanna go there?

This game really is more about the journey and the story. Yes you can level solo etc. and I've done that often enough in LoTRO. However, playing through the epic story line in groups (even pick up groups) is an amazing experience. If you are a min-maxer, a hardcore raider or totally gearcentric you will most likely have a very hard time getting past level 20 in LoTRO. I would say like other posters here the new expansion does not hugely impact the early levels except you should have plenty of runekeepers and wardens to keep you company for a while. I only started in May of this year, coming from another MMO and I've never looked back. Enjoy!
Thanks for the responses. Coming from WAR and before that WoW, but I've been playing MMO's for roughly 8 years now so I've knowledge of games beyond the "big" one.
Think I will re-up in the next two weeks (once I can get past an increased work load in my career) and check the game out again.
Are the new classes available to a new player? My initial thought would be to role a Guardian...but it's nice to have as many options as possible.
In that regard...are there classes that are more "needed/ desired" for grouping and such. During my time with the game I messed with a Guardian, Lore Master, Burglar, and Minstrel and enjoyed them each for their strengths and weaknesses.

Yes, new classes are available to new players. The most populated classes I think are Hunter and Champion, but all of the classes are useful in a group
