I tried removing the older ones and also even reinstalled windows. when no driver was present and I clicked on the newest one, The older driver was put in. Any suggestions ??

My guess is that Dxdiag gives you directx drivers - which are installed when you install.... directx and are not updated when you update device drivers.
an easy way mate as you do have Vista is ....click control panel..click device manager...click continue..click display adapters...click your graphic card...click update driver..then select auto search for new driver....all done
Ofc rinse and repeat for any other driver you may need
If someone had came up to me in 1980 when I was on my Atari 2600 and said we will be playing games with thousands of people at the same time.I guess my response would have been,"but I only have 2 joysticks"

Yup , I did that and it gives me the driver thats outdated, keep in mind I'm partially retarded so I wouldn't be surprised if I am overlooking something.

find your collocation is so nice.
Go to ati's page and download them and when you open them the catalyst control center should open. If you need to clear bad drivers out I highly recommend CCLEANER. Run a registry swipe.
After download and installation, if the control center opens and gets placed on my task bar, does that mean it was a success ?
