There's Shaiya, but it's primarily PVP focused, and like 95% of free MMO's is a generic grindfest for the most part.
Runes of magic might be your best bet, there are pve and pvp servers and it's in open beta at the moment, though im not sure if you can dual wield axes.
There arent too many free MMO's that are focused on pve instead of pvp, so.. yeah.
Runes of Magic is the best free MMO I've played yet, and a Warrior/Rogue can dual-wield axes at level 16/16. It's one of the best melee DPS combos in the game.
You'll have to use swords and/or daggers when you're leveling your rogue class, but you only need it as high as 16 to get the dual-wield ability.
The second poster is correct ,SHAIYA is your game and it looks decent enough.Yes it is a grind fest,but your game requirements of JUST dual axes was quite superficial,so grind fest won't matter right?
It is not solely for PVP,those areas are like instanced zones.They are not even designed properly,because you have to be near the end level of the zone,anyone at the begining level of the PVP zone example 1-19,you have zero chance as a level 1.This was an example i don't remember the levels exactly per each PVP zone,but they are ranged like that.
It is really too bad games like SHAIYA with some more effort into content,could have been a real good game.There sole premise is to lure players in by making things easy and fun to play early on,then it hits you like a brick wall.

Thanks for all the suggestions. I'm trying out Runes of Magic now. Grinding doesn't matter much, since it's just for a quick dual-axe hack/slash session.
I could have paid Blizzard and grind my daily quests or reputation with my warrior (dual wield 2h weapons is nice looking). It's also a quick fix when I'm not playing Robokill, Peggle Extreme, Atlantica Online or TF2.
No PvP for me, thanks. I get my PvP fix in TF2. Quick, mindless action with a level playing field (more or less). EVE Online was fun with its PvP too. Same with the old text MUDs.
I guess I have to justify my question, because it seems to be okay to judge a person based on one question. I have tried 4story, Perfect World, 9dragons, Arch Lord, FusionFall, FlyFF, and a few other f2p games. Commercial games - UO, EQ1, SWG, EQ2, LotRO, CoX, WoW. All of those games have held my attention for some time, and like all games, it's not going to hold it forever (EQ1 was the longest, SWG 2nd, WoW is 3rd)
So, what are the other great games that I'm passing up?
Try out Perfect World International. It has a few classes that can duel-wield axes among other weapons. Has both pve/pvp servers and has graphics are compareable to wow. Its f2p, so doesnt hurt atleast to give it a shot.

warrior/rogue class can wear axes after lvl 16 as I know. Can give it a try

The only game I've seen with duel whield axes is Angels Online (and it's shit).

bladders of flyff can use 2 axe, WYD TK can use axe but why you want to have 2 weilding axe if the 2 hand axe is much stronger.
