In any game, your thoughts are if whatever your implementing can be used to enhance game play than it should be done.
If you allow for guilds but then don't put a point or a benefit, then there's no point really.
It's like having mounts but no significant benefit to them, whatever you put in your game should have a potential use for it. Don't think if you should have guilds or not, think if you were to put guilds how would you make it enhance game play.

Sorry, but what's an NPC guild?
As for player guilds, of course.
Maybe add a +5% exp boost for partying with a guild member.
You without a doubt, should have guilds.
IMO guilds should be there for certain. Let characters enter into many different social structures as they can. The typical guilds as well as profession guilds (ie the wood cutter's guild) or class guilds (rogues guild) and political guilds (town managers).
But more social relationship tools as well. Allow for voting within social structures or other ways of running/controlling them. Add an extra area of game play with them.

yeah guilds make the community better.
NPC guilds are guilds with no leader. A guild like in obivion where you talk to an NPC to join. I also think having PC guild bonuses is a good idea but I ant everyone to realize that you won't be able to be in a NPC and a PC guild at the same time. I asume that most people will want NC guilds because there not as common in MMORPGs, but of course some people will still join the PC guilds.
One thing I'm afraid of though is that NPC guilds won't be able to participate in "guild wars" or any guild activities because all of the NPC guilds will have crafting bonuses or hop discounts and they will probaly be huge! If they're too big they can't have guild wars and that might hurt the concept a bit.

I'd make sure the guild has a lot more bonuses. The key to prevent overpowering is to make the bonuses diverse but not too significant.
2% exp, 2% bonus to damage when grouped with a guild, access to certain weapons, access to ownership of land and what not.
Just some ideas I'm throwing around.

The problem with tying bonuses and content to guild membership is that it puts a lot of the game outside of the control of the provider and the individual subscriber. This is because guilds have the right to admit or exclude members for any reason at will, which means that they, not the MMO provider, starts to determine who can and cannot gain access to the content.
And because player-run organizations have this power, it means that some (or many) people will be excluded from these bonuses and content for no other reason than no guild wants them.

You're right about the exp it was more like an example though and I think the certain weapons is a good idea I think I'll have a guild leader choose a certain weapon and give it to each member (if he can afford the weapon...)
I don't think I'll be restricting guild embelems for tons of cash. I also think the guild will be purchased a full set of armor and weapons if the leader pays.
