"Free" TCG packs cost them nothing and probably are an attempt to avoid being called a lottery.
Refunds for TooW at NGE time were only done on the backs of widespread customer complaints and everyone did not get them.

As of the 22nd of December there are 8369 officers in all of SWG. That would mean the total AVERAGE (keep in mind) population is 83,369. Now that is including ALTS and only using the 1:10 ratio. It maybe more/less, I simply don't know. When I left this past summer I certaintly saw more officers than non officers on a daily basis, but that could've been just me.
But other ways to judge population is by developement. It's no secret that the pre nge dev team was larger, we were getting expansions on about a 9 month average, more publishes/hotfixes that were closer together, and common areas of the game were without a doubt more populated and usually populated around the clock (not just AFKers). Those changes reflect a significant drop in sub numbers no matter how you look at it. SOE won't release them (ever) and any number is just a guess. Those who still enjoy swg will guess high, those who hate swg will guess low. There is no way in telling who is right, but the one thing we all know that is certain....swg has FAR less players now than pre nge.

The fact that there hasn't been an expansion since pre-NGE and there are no plans for a future expansion is proof that the game has a small population.
