Can't Connect to Guild Wars Help!

Ok...... as much as i love Arenanet and Plaync...... I hate them right now.
1. I cannot connect to any Ncsoft game: Tabula Rasa, Guild Wars, Exstell, Lineage 2, you name it!
2. I cannot connect to any Ncsoft website, rgtr.com, plaync.com, aion.com guildwars.com you name it!
It's not my router, nor my internet speed or anything like that.
I was able to update guildwars a few days ago..... i don't know what's going wrong here.
I can't get into ncsoft website so i can't get to their support page.

Our entire country had the same problem once when the telephone company controlling the regional gateway decided to cache NCsoft's websites involving some obscure proxy. They promptly fixed that when they had an uproar on their hands.
Also, we've experienced it when undersea cables have been damaged
