Saga Online is a decent online RTS, you can play it completely for free if youre patient, if not, the booster packs are relatively cheap and a few of those will help you get started quite quickly.
I'd call it a casual game though, not something to play day in, day out.

Saga isn't bad, but the quests are bad at the moment. If they manage to make good use of their new system, it might become a decent game.

some MMORTS games, not sure about the status of them since i don't play them...... i would if there was one that was like the Ground Control series, but i'm sure this are traditional clickfests with clumsy controls & interface.......like almost all RTS games

Honestly, there are no good online strategy games at the moment. Saga gets boring real fast, dreamlords even faster, etc. We'll all have to wait for... Dawn Of Fantasy!

There's a fair chance that what you're looking for doesn't exist. At least in single player games, "real time strategy" usually is not strategy at all. I haven't tried many MMORTSs to know if they're like that, too. I do know that Shattered Galaxy is not a strategy game at all.
Chain of Command had a good deal of strategy, but wasn't really "massively" multiplayer, with a cap of 14 players in a game at once. The company that made it also went out of business more than 8 years ago.
For a game you could play right now, you could try Wizard101. The turn-based combat involves a fair bit of strategy. It's not free, but it is cheaper than most subscription games.
Atlantica also has turn-based combat and some strategy from that, though it's lighter on the strategy side than Wizard101, and more about leveling and buying stuff from the item mall.
It's a new MMORTS. Inside the game, each player is a leader of their own civilization, complete with the options to wage war, conduct research, carry out espionage, engage in trade, and exercise diplomacy. Other games tend to focus on one or two of these aspects, but in Beyond Protocol they have been intertwined to form a game where players will want to seek out friends and allies with skills that counterbalance their own. This gives the game much less of a perpetual tank rush feel, and much more of a community development and empire simulation feel.

Savage 2. Thought it's not 100% Strategy,. I strongly suggest you check it out. (It's like a mix between Warcraft III and Battlefield)
