Do Players get to own mounts or is there just a route system to rent them ?

you get a mount at 35 i think; until then you have to use the taxi.
level 35 is correct.

Route system till lvl 35 and after, then you have to do a tutorial that sends you to several far away locations in Middle Earth; learning how to ride a horse which was interesting the first time, but on alts its annoying. You also need like 4.3 gold I think which doesn't seem like alot but it is, and you get to choose from a Horse or Pony depending on which race you play:
There are also 4 different basic colors to choose from at first:
and many others you can unlock from festivals, reputation and PvP:
Fesitval: {Obviously you can only get these horses during the yearly festivals, easy to get}
Reputation: {Kindred Rank required and cost around 6g each}
PvP: {Requires PVMP Rank 9, and still costs several gold too I think}
...and lastly with Mines of Moria since horses are afraid and you can't use them in there:
Moria: {Kindred rank with Miners rep and costs over 6g, can ride it outside the mines too}
