Brandywine is the biggest, but if you are at all into RP, then try Landroval, it too is a highly populated server. I play on Silverlode, which also has a good pop but not an overcrowded pop.
Elendilmir = Unofficial Oceanic Server with the 2nd to 3rd largest population.
Landroval = Unofficial Role-Playing Server with the 2nd to 3rd largest population.
I can only speak for Landroval since that's where all of my characters are. Lot's of cool people, plenty of fellows to get together with and an overall pleasant server to be apart of. I haven't regretted my server decision not even once and I wouldn't even think of playing anywhere else.
There seems to be a new common thread among some of the larger population server players as well as those on lower population servers. That thread would be:
Don't go to the largets population servers since they are currently experiencing lots of problems due to their high numbers. Those on Brandywine would suggest that new players go to a lower population server so as to help their server get over the issues and help even out the populations across all servers. Those on the lower servers tend to agree since they usually want more population if at all possible.
Point is, if you are a new player and don't want the Oceanic or RP aspects of a server then don't go to Brandywine. Instead, pick a lower ranked server and help everyone out, including yourself. There are plenty of good servers that could use a little population boost.

If WoW = The Beatles and WAR = Led Zeppelin Then LotrO = Pink Floyd
I play on Nimrodel - which is one of the lower population servers - and its never by any means empty - I have alts in the low - mid teens / 20's and 30's - Plenty going on in this realm - nice people and great Kins... I think you really cant go wrong with any server in this game.

Well, I'm on Brandywine and knowing what those issues are I'd still go to Brandywine. It's not all bad unless one is so sensitive that they blow a gasket at a few hiccups and glitches.
The worse thing that happened that I experienced was a small rollback where I lost a misc. xp item for a legendary weapon. However, the ring we had was still there so it seems that there are some safeguards in place.

Firefoot a good server thats not to overpopulated , I never seem to have problems finding Fellowships , There also seems to be people in every zone .
