Roleplay is usually restricted to linkshells. People normally don't roleplay outside of one. Doesn't mean you can't though. There are usually at least a few RP linkshells per server, you just have to seek them out.

LOW: If it's just people who prefer to call others by their in-game while knowing them in real life, such players are very common.
MEDIUM: There's usually a handful of people in each server who, for example, play as master Tarutaru cook - head chef of Tiramisu's Dessert Boutique (shown in comments and bazaar).
HIGH: There aren't that many people who would tell you not to run in the Chocobo stables or you could scare the chicks.

...Ok, so I don't talk that much like a pirate, but I do drop in the "yar" once in awhile.
Other than that, in my 3 years of playing I've never came across a RP'er on Seraph.
...well, there was this one time, but I think she was just crazy and, at the time, I assumed she was RP'ing...

I've seen everything in FFXI from just talking weird to being weird. Talking like a pirate is a good example of the most common and least creepy ways of RPing I've seen in FFXI.
There have been instances where I've known people who would take RP'ing to the extremes. Like this dude who played a mithra and had a marriage in-game with another dude. Or this married couple that got married to different people in-game.
All creepy. Wouldn't recommend it. This was all on Bismarck 5 years ago, though. I play on Gilgamesh now, and I haven't seen many people RP'ing. It's probably because it's a closed community within the game these days, RP'ing linkshells and whatnot.

At the marriage thing... I'm a guy that plays a female hume character. I was in a linkshell with a lot of girls and one of them and I tried to petition SE for a gay marriage. It didn't happen. Not only are the religious/fascists pigs in America about gay marriage, but they carry it over to FFXI too... /cry
That was all, we didn't put up too much of a fuss, we just thought it would be cool if two "girls" could get married. Oh, well. No girl-on-girl in FF.

No one know for sure, these are fantasy characters after all.
You can all -taru to all the ending words if you want. No one really cares.
