This is a well known Vista problem that apparently has been fixed for windows 7, which of course does nothing to help Vista users. Both Nvidia and ATi have struggled with it and continue to do so, ATi with a lesser degree of success and as I don't ever use ATi myself I will leave those helpful tips to the ones that do.
As for NVidia. Download the latest drivers which are the 181.22 at the time of writing this ( for my card anyway ) you can get these here http://www.nvidia.com/Download/index.aspx?lang=en-us Go into control panel > uninstall a program and from the list that appears choose NVidia drivers. If you are using an NVidia chipset other than the display you will then have a box pop up, choose uninstall only this driver and select the display driver only. When the driver has been uninstalled you will be prompted to restart the computer, do this but do not allow windows to load, boot up into safe mode by pressing f8 ( you may need to press f8 continually until it registers ). In safe mode perform a search for any NV4 files that have been left on the system and delete any that you find. Then manually delete the folder from your hard drive that contained the previous driver, normally it's on the C drive and named after the driver version, ( DO NOT delete any other NVidia folders apart from the one with the driver which may be inside another folder, the 181 driver for instance is located at C > Nvidia > winvista64 > 181.22 ).
When you have done the above run the latest driver install file that you downloaded earlier and restart when prompted allowing windows to now load normally.
Next ensure that your motherboard BIOS is up to date and update where needed. Ensure that Vista itself is fully up to date and install updates where needed. Try out the PC.
If you still have problems then remove all but one of your dimms ( ensuring that the remaining dimm is in bank 0 ) and try the PC. Test each of the dimms in turn as you may have one or more that isn't holding it's end up very well. Finally it may be the GPU that isn't performing as it should so if you have a spare video card try that and unfortunately those are the only steps available to you until windows 7 is released ( you could of course try the beta version of windows 7 as a last resort). Well that's Microsoft for you. Windows 7 is still a beta build though so I will reserve judgement until release. It's a pity Linux isn't more mainstream to be honest so Microsoft had real competition to deal with.
