Characters did transfer over from the open beta to release in Korea. This does not mean that anything will happen here. Plus there will be no English beta, only preview weekends.

Korean beta was completely open, there the game had 90% of retention after beta so it makes sense for them to keep the beta characters, here in EU/US it would be almost impossible to have an open beta like that due to our market being way bigger, so I doubt our chars will stay.
Not likely as they don't plan to have a beta at all. They announced preview events and I don't think you will be able to even take your chars from one event to the next.
