MMORTS or combat/building MMO please

I'm looking for a mmo where I build a town/city/colony/base whatever and I can do research and make decisions about what my city should focus on and so forth + stupid asethic stuff like picking colors for my buildings and placing statues and stuff. I'd also like to be able to see my populace going about their buisness not just buildings.
But I want my city to exist in a persistant server with other players and there would be armies and PVP and a reason to attack other player cities. And I could build defenses and cannon towers and so forth.
I would really like if I had a character as well and I would be a hero unit that could level up and gain bonuses based on decisons made in my city and I would give boosts to my troops when leading them into battle.
A robust trading system where I could get rich off of producing goods and resources in my city and selling them to other players would be sweet.
Graphics dont matter to me, as long as they are decent enough for me to be able to admire my city.
Dont care if its f2p, p2p or item mall long as its good.
Is there anything at all like this out there?

Well this game is pretty old but i enjoyed it awhile back when it was originally called 10six.

Do you know if its updated regularly and how good their list is?
After going through the list all the games seem kind of crappy, and not quite what I was looking for either.
