It's probably a bug and you are probably suppose to be able to use the same name if you delete a character. No one here will be able to answer your question with 100% certainty.
In beta we were allowed to create multiple characters. I made a ton of them and don't know if there was even a limit on the amount. I do know that we couldn't delete them in beta so no telling on this question.
I would hope that you can reuse that name if someone didn't take it. If it was Chuck Norris or Barrack Obama or anything of that nature, it could have possibly been scooped up immediately after you dropped it hehe.
Wow, cannot even handle deleting characters off a DB list. You know your character data is like 1 single line in an SQL document. This is beyond fail =/. Bug this, bug that. Its always a bug.
They also may keep these characters stored for who knows how long just in case they are needed for a restore if there are unintentional deletiions that occur.

Like L2, you know a game that is actually tested and tells you that you have 7 days before delete? You mean like that?
It wouldn't matter anyways, any good server keeps back-up's of these lists, multiples.

Or maybe deleting the character from one table doesn't resolve all of the orphan rows you just created so they will only "release" that name after they preform a timed maintenance plan to remove the orphan rows? Or maybe they don't want to have to restore somebody's character only to find that the name already exists and now they have to decide who to change?
