The only online game I've seen with really good PvP was Infantry. As for low system requirements, it ran just fine on the computer I got nearly 11 years ago, with a Pentium II/400 processor, 64 MB of memory, and an 8 MB video card. Of course, it's nearly dead today, and not an MMORPG.
If you want good PvP in an MMORPG, good luck. Most games basically say, whoever is higher level, has better gear, and/or has more players in the area wins, which is stupid. I guess you could try Guild Wars, which doesn't do any of those.
It really depends on what you are looking for in regards to PvP. I would probably say DAoC would be a good bet. It is an older game, but the realm vs realm form of PvP they have is a lot of fun and can be ran on nearly any PC purchased in the last 5 yrs.
