No the basic house in Runes of Magic is free along with it's storage. It only allows a limited number of furniture however, if you want more space and furnishings then you pay with real money.
Mabinogi also has housing, not sure how it works yet.
can u tell me something more about it ... I mean the basic houses are they a good size and are it nice furniture ... not that u have as basic furniture 1 table and 1 chair or something but that its the worth of it
Runes of Magic's basic house is more like a single-room apartment. You can put in whatever furniture can fit, and it's not terrible really. The houses are instanced though, like in EQ2, and not open for others to see and/or enter freely (like in SWG or LotRO). I'm not sure on the cost of upgrading your house and whether that is a paid enhancement or something that can be bought with in-game earnings... I hadn't really looked into it.
WurmOnline does have a small free server though I'm not sure what the rules on it are besides a smaller map and skill limits.
Housing in the game is completely uninstanced you literally just build a house whereever you want, you also have access to tools like terraforming, mining that actually creates tunnels, and a few other amazingly dynamic things when compared to your "world of everclone" game.
Although it's a pretty indy game, though makes a good arguement about why we should be paying more attention to indy studios. Played it for 2 years when i decided that there wasn't anything else I wanted to do, I didn't waste any time playing it as far as I'm concerned which is saying something when you think about how most other people react to a game when they quit it.
I find it amazing that by 2020 first world countries will be competing to get immigrants.

I think the basic content of Anarchy Online is free and includes housing.
