I've noticed a lot of old threads being bumped lately, but incredibly there is nothing in www.mmorpg.com/disclaimers.cfm#conduct about it. I think that needs to change.

What do you propose to change, and how would you craft the rule so as not to discourage legitimate discussion? Age is probably not a factor the moderators want to consider, because the age of the conversation is mostly irrelevant to the earnestness or sincerity of the poster. Some might consider it silly or annoying for something we read about months ago to all of a sudden show up in the "Recent Forum Posts" list, but one's own individual frustration is not generally considered by most forum moderators to be per se sufficient to cite another with a rule violation. There may be people who bump frivolously, but how can you craft a well-designed rule to differentiate those bumps and deal with them? It's not easy.
The closest rule that is already in place prohibits the resurrection of locked or deleted threads. That's a different scenario because it appears intended to prevent people from repeatedly breaking already established rules.
