When I first heard that WoW had created a system to slow down the power-levelers and help the casual players, I thought it was weird cause I know during the week I casual play, but on weekends I love power-leveling cause it's the only times I can really play MMORPGs to it's fullest.
But to my surprise, it doesn't help all that much if you're someone that plays everday, even if it's just for 2-3 hours per night.
Let's say I play on Monday, rested, I have maybe 15% of my XP bar that is rested. I will become Normal within 10 minutes for just 15% of XP bonus. Play for 2-3 hours, head into an inn, log off and sleep.
Tuesday... wake up, go to work, come back from work, play WoW for another 2-3 hours... I only have 20-30% of rested XP bonus?? W-T-F ??? I managed to do my bonuses in 20-30 minutes... maybe less if I'm grouped.
I don't want to stop playing WoW for a couple of days so that I can have a complete 100% bar of bonus XP.
I guess in the end resting is almost useless. It will speed up your first half hour of play, but after that you're on the same level of gameplay as the power-levelers.
Blizzard should raise the speed of the resting system. I can't believe all the beta-testers were actually satisfied of this and wasn't improved before WoW was released in stores.

I think it is meant to give the people who can't play 24/7 a little bonus to keep up. I play every day, so when I log in my rested bonus is not much to get excited over. Overall, it seems that I play in "normal" most of the time. From what I have seen, it in no way hinders powergamers( I am not saying it should or shouldn't), since they can play all day. Even if you play 3 hours a day compared to their 18, you're never gonna keep up, even with the experience point bonus. That's just the way MMORPGs go, you got the time, you will be uber faster. I just like the fact that when I do play, I feel like I have actually made some progress. I remember playing EQ and spending 4 hours just to get a few lousy percent of my XP bar.

I personnaly think it is fine the way it is.
I don't the look at the rest bonus as something that I have to have but rather as a ... well I guess the word would be bonus wouldn't it.
It's always a nice plus when you bothered logging out in the inn to see your first few kills give you fat xp the day after
And for my buddy who is swamped with work and school and has absolutly no time to play during the week, it's always a nice compensation when he logs on Sats.
At level 22 he had the rest marker margin at close to 1/2 of the XP bar! That's pretty cool!
I think the rest system was designed for people like him

It used to be where you would start getting tired, then exhausted. You'd be down to gaining 25% xp. This was scrapped and is the system it is now. Sure if you play everyday it's not huge, but it's still nice. It's those people who play only weekends who benifit the most.
I think the older Resting-System was much better...
The Bnous-System the use now is a little to cheap in my eyes.
