LOTRO has player housing. It is somewhat limited. The houses are in pre-planned housing developements, so the houses are fixed. You choose which one you want. Elves, humans, hobbits, and dwarfs each have their own developements (Hobbit housing is in the Shire, etc.). Each race has its own style of housing. Once a developement is full, another is added. The layout is the same for each.
You can decorate the houses but you can only place items in pre-choosen places. This limits decorating options a great deal. I think that the most items that can be placed in a house is less than 100.
I disliked housing so much in LOTRO that I abandoned my house.
The only game that I have played in which I liked the housing has been SWG. It is one of the few areas that SOE did not screw up. You can place housing anywhere you like with some exceptions. 99.9% of items can be placed in your house and they can be placed anywhere you like. Item positions can be changed in any axis (yaw, pitch, roll, etc.). The maximum item limit is around 1600 for large houses. Too bad the rest of the game is in bad shape.
Most of the housing in newer games nowadays are instanced. I hated EQ2 housing.
I would have to say the best housing is Ultima Online. You can actually sit on your front porch, get up, walk in your house, go to the 2nd floor, sit on your balcony and watch everyone around your house. If a friend comes over, they open the door and come in.
IMHO, DAOC has the best player housing atm. you can decorate the inside and outside with pictures, furniture, and rugs and such. There are different sizes of housing you can have also with a more pricey rent but its a very good housing system and also has the best PVP out of any game as well. Housing isnt instanced either.
