Anyone else having this problem:
On all of my home PCs, NCsoft's Aion patcher is running at 5 KB/sec, this also occurs for every other one of their games that I have tried (CoH, Exsteel etc). For the other games I have typically just found the download elsewhere. I have cable internet and have never had problems with any other patcher or download.
Anyone else having this issue, or know how to fix it?

NCSoft use some stupid microsoft protocol called BITS.
this protocol has several "speeds" and by default use the slow one (background), to activate the fast one you have to doble click, so open the download popup, and it will change to fast speed (foreground).
you could also use that tool to check what is doing:

I have two computers on the same internet connection and when I tried to download the patch a couple weeks ago on both of them at the same time it was extremely slow (like 10% speed, not 50% speed like you would expect).
How big is the new patch?

Unfortunately, the 5 KB/sec is with the download popup window double clicked. I have always had this problem with their patcher, not sure why. Currently Im trying to download the beta client and it seems that there is no other place to get it from yet.
Try to reinstall the BITS service, google for it.
You managed to download and run the tool I suggested you?
Maybe you can copypaste here the output. I will try to help you there (well.. I will tell you if the download is configured for foreground or background speed ).
You may also try to ping or traceroute the server where you are downloading the stuff from.
I suppose your BITS is broken. Is normal, it break easy.
To set the download to maximum speed, you have to do a command like this one:
bitsadmin /setpriority {F360639A-B40B-4AB0-A3D9-A0630B6A93CC} foreground
(not exactly like that... the part with the big ugly hexadecimal number will be different, and may need some quotes somewhere).

Hmm, I just tried re-DLing the NA client. The patcher was giving me 1.2 MB/s. ymmv it seems
I tried the BITSAdmin tool as suggested, apparently it only works on Windows XP (I run Vista 32). What I dont understand is why would all other downloads work fine except for anything coming from the NCsoft patcher; which only gives speeds of about 5 KB/sec?
Because all other download work with standard internet protocols like FTP, HTTP, that are tried and proben elsewhere, and support all OS's. But the NCSoft updater use a Microsoft only protocol. That protocol, probably has bugs, since is "new" (much newer than FTP, or HTTP), and haven't not tested enough. And is dependant on the windows architecture to work. If theres something wrong on your system, it will be affected. A protocol like FTP or HTTP are very simple, and don't need any support from your OS, other than the permission to open a port.
NCSoft choossed BITS because provide some minor features that make the updated easier to programn. In his defense, wen it works, It works smoothly :-) but not always work.
What is really failing on your comp? we don't know. maybe is configured always to background (is sleeping and using internet only wen nothing else is using it*). Or maybe the "messages" to set it to "foreground" are lost in the maze that is windows ( windows is overcomplex for no reason at all). Or maybe is set to foreground, but the conexion is "broken" as soon is connected, so very few data is downloaded, and the service waste time reconnecting to dowload a nother bit of data..and break again. Whatever is the problem, is fucking your download speed, and NCSoft don't provide a alternate download system (thats a bad idea wen you are using a experimental system like BITS).
*:if you disable absolutelly everything that connect to internet, it may speedup slighty. eveything is everything, even things you don't know are connecting to internet, like anviritus.
